The City of New London, through the Lead Hazard Reduction Program is offering financial aid to property owners for lead abatement in residential buildings. Connecticut Licensed Lead Abatement Contractors will perform the work and temporary relocation assistance will be made available to occupants during the course of the work. A total of 130 units will be made lead-safe through the program.
Highlights of the Program:
Up to $15,000 per unit
Units approved based on occupant income guidelines
Properties must contain lead hazards to receive funding
Rents must remain at fair market levels
GRANTS for qualified single-family, owner-occupied homes
5-YEAR DEFERRED LOANS for qualified investor-owner properties.
Childhood lead poisoning remains a significant environmental health problem in the United States. 1978 was the year lead-based paint was banned for use in residential properties. 90% of the homes in New London may contain lead-based paint.
As lead-based paint ages and wears, the paint becomes defective and can peel, chip, or chalk and can produce lead dust. This lead dust is a major source of lead poisoning in children under the age of six. In addition, soil around the home can become contaminated with lead paint chips and dust as the exterior paint is removed during repainting or weathering. Children can be lead poisoned if they play in bare soil that contains lead.
If not detected early, children with high levels of lead in their bodies can suffer damage to the brain, kidneys, and nervous system. Lead exposure can adversely affect a child's learning ability and behavior as well as impair their hearing and growth. More information on childhood lead poisoning is available at
